Ordinary parking on public highways is prohibited from 3 a.m. to 6 a.m. Documented exceptions and police permissions are separate.
Exceptions need their own facts
The published ordinance exempts the mornings after New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas. It also identifies specified emergency professions, qualifying disabled-driver credentials and individual police permission requested before 3 a.m.
This page does not determine whether an exception applies, grant a permit or establish that a particular space is legal. Snow emergencies, posted signs and other restrictions still control.
